I think Ruby is one of the few people Aqua genuinely cares about, even going so far as to manipulate her to take her mind off revenge. But he definitely doesn't see her as a love interest
OK I won't give points for Ruby's mother as mother of the year, but fans are way too harsh on her. If someone doesn't want to be a parent, it is going to be rather difficult for them to love a child they didn't plan to have. Maybe they might, but if they didn't at the start, they probably won't in 11 years and there is almost nothing other people can do to force love. Attention, maybe, love, not really. And if a parent is starting to warm up to an accidental child but didn't complete the process, finding out said child will be a lot more troublesome than anticipated (maybe a behavioral issue, or a health issue that forces a parent to stay home to provide care) will make the relationship go back to square one.
